About MEC COMMUNITY SERVICES

The Mid-East Commission Community Services Department provides services with the goal of supporting local governments that may not possess the capacity or resources on their own. These services can be available either as one-time solutions or on a recurring basis, tailored to the specific needs of our local governments. Projects falling within our services may incur a fee, subject to mutual agreement between the MEC and the respective government unit. These fees allow MEC to continue to provide assistance across 5 counties and over 40 municipalities.

OUR MISSION

To enhance the ability of local governments to successfully improve the quality of life for area citizens.

 

In an effort to facilitate positive local and regional change, we provide leadership in technical assistance, planning, program management and development, and public-private partnerships.

OUR SERVICES

Community Services

Assists local governments to improve economic and social conditions through private partnerships, and governmental programs like the Community Development Block Grants (CDBG) program, to promote viable communities by providing affordable housing, job creation, and expanding economic opportunities principally for low and moderate income citizens.

Economic Development

Helps to build a regional competitive advantage and leverages the marketplace by establishing and maintaining a robust regional infrastructure, thereby creating revitalized and vibrant communities which will develop healthy and innovative people.

 

Planning

Offers a wide range of services including technical assistance; grant development and administration provided on a cost for services or grant basis pertaining to land use planning/zoning capital improvement; ordinance preparation, administration, revision and enforcement; mapping/GIS; CAMA grant application and administration; EPA project application; infrastructure improvement; local economic profiles; develop, acquire resources and manage North Carolina Emergency Management Hazard Mitigation and North Carolina Office of Recovery and Resiliency (NCORR) grants including Flood Mitigation Assistance (FMA), Hazard Mitigation Grant Program (HMGP) and Building Resilience In Communities (BRIC) grants; North Carolina Housing Finance Agency’s Essential Residential Single Family Loan Pool Program; and other related programs and services.

Mid-East Rural Planning Organization (RPO)

Regional Transportation Planning Organization serving Beaufort County, Martin County, and the non-metropolitan areas of Pitt County.
